Income inequality has become a major challenge that the infrastructure development sector is currently facing. Delivering infrastructures to the affordability of various users has proven difficult, especially with the separation between the designer, the economist and the decision maker or the politician. It is not only in the USA that such disparity exists, but all across the world. In the developing countries, their appetite for the latest fashion in infrastructure have proven to be a burden on their fiscus, especially when relying on imported materials. 

Until the early nineties of the last century, the term virtual infrastructure, or even later in some areas of the world, did not exist. Europe has pushed the term of Smart Cities as a brand tag for a bundle of products they rely on the internet.  

The Covid-19 crisis has put the world in front a major challenge, made virtual infrastructure a basic need rather than a luxury, and a proper code for the delivery of the future virtual infrastructure as needed. It also increased the fiscal burden on the taxpayer.  

The cities of the future have to adjust itself to allow lean governance system with minimum costs,  governance decisions to be fast and with immediate feedback from the community in real time, with affordable and accessible virtual and physical infrastructure designed to the ability to pay of the citizens, that is  funded through alternative means than taxation, and have transparent and equitable laws. They should have a smart and a transparent procurement system with no barriers to entry or financial burden on the bidder, and most importantly have working groups with dexterity in various field to take decisions.
